Establishment of diplomatic relations
Following the People’s Republic of China’s recognition of Azerbaijan’s independence on 27 December 1991 and the establishment of diplomatic relations on 2 April 1992, Azerbaijan-China relations entered a new phase.
The Embassy of the Republic of Azerbaijan in the People’s Republic of China has been operating since September 3, 1993. By a Decree of the President of the Republic of Azerbaijan dated August 29, 2023, Bunyad Huseynov was appointed Extraordinary and Plenipotentiary Ambassador of the Republic of Azerbaijan to the People’s Republic of China.
The Embassy of the People’s Republic of China in the Republic of Azerbaijan has been operating since August 1992. On April 17, 2025, Lu Mei, Extraordinary and Plenipotentiary Ambassador of the People’s Republic of China to the Republic of Azerbaijan, presented her credentials to the President of the Republic of Azerbaijan.
There is mutual understanding and dialogue between Azerbaijan and China on all issues. On matters of particular importance to both countries, consistent mutual support is evident. The Republic of Azerbaijan supports the “One China” policy. In turn, the People’s Republic of China supports the territorial integrity and sovereignty of the Republic of Azerbaijan and adopts a constructive position on issues concerning Azerbaijan at the United Nations Security Council.
Relations between Azerbaijan and China, founded on mutual trust and friendship, form the basis for the current high level of development across the political, economic, military, humanitarian, cultural, and other fields. During high-level meetings, it was agreed to further expand trade and economic cooperation between our countries and to enrich these relations with new qualitative content.
High-Level Visits
The official visit of the National Leader of the Azerbaijani people, Heydar Aliyev, to the People’s Republic of China on 7–10 March 1994 laid a strong foundation for the future development of mutually beneficial cooperation between the two countries.
The President of the Republic of Azerbaijan, Mr. Ilham Aliyev, paid an official visit to the People’s Republic of China on 17-19 March 2005; working visits on 8 August 2008 and 20-21 May 2014; a state visit on 8-11 December 2015; and a working visit on 24-27 April 2019.
On July 3, 2024, on the sidelines of the Shanghai Cooperation Organization Summit in Astana, a meeting took place between the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, and the President of the People’s Republic of China, Mr. Xi Jinping, during which the Joint Declaration on the Establishment of a Strategic Partnership between the Republic of Azerbaijan and the People’s Republic of China was adopted.
On April 23, 2025, during the state visit of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, to the People’s Republic of China, the Heads of State signed the Joint Statement on the Establishment of a Comprehensive Strategic Partnership between the Republic of Azerbaijan and the People’s Republic of China. In addition, during the high-level visit, 20 documents covering various areas of cooperation were signed, including an agreement on visa exemption for holders of ordinary passports.
From August 30 to September 3, 2025, the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, visited China, during which he participated on September 1, 2025, in a meeting held in the “Shanghai Cooperation Organization Plus” format in the city of Tianjin, and on September 3, 2025, in a military parade held at Tiananmen Square in Beijing dedicated to the 80th anniversary of Victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War.
Interparliamentary Relations
The Azerbaijan-China Interparliamentary Working Group is active.
The Azerbaijan-China Interparliamentary Relations Working Group is led by Member of Parliament Soltan Mammadov.
The China–Azerbaijan Interparliamentary Relations Working Group is chaired by Lou Qinjian, Chairman of the Foreign Affairs Committee of the National People’s Congress of China.
Treaty and Legal Framework
More than 100 agreements, memoranda of understanding, and protocols across fields such as law, finance, healthcare, education, tourism, agriculture, and sports have been signed between the Republic of Azerbaijan and the People’s Republic of China.
